For this tut you will need the following things:
The beautiful scrap kit from Scrappingmar, called "Feel the spring", is a PTU and you can purchase this kit HERE.

Let's begin:
1.- Open a new raster layer of 500 x 500 pixels.
2.- Copy and paste as new layer paper SMar24, open your mask # 29 in your PSP, and go to masks/new mask/from an image. Apply the mask to the paper layer, then go to masks/delete mask, and resize to 135%.

4.- Do the same you did in step # 3, but now with SMar97, and Paper SMar7. Move this layers as you can see in my image.
5.- Copy and paste as new layer the ©Ellias Chatzoudis tube, resize to convenience. Add drop shadow of choice. And delete all what exceed the frame.

8.- Copy and paste as new layer SMar6, resize to 25% and again to 50%. Add drop shadow.
9.- Copy and paste as new layer SMar49, resize to 15%, rotate free 25 degrees to the right and reflet. Add drop shadow. With your eraser tool, delete a bit in metal needle as you can see in my image.
10.- Copy and paste as new layer SMar47, resize to 25%. Add drop shadow of choice.
11.- Merge all visible layers, write your licence number.
12.- Write your name, I used: font: Vila Morena, size: 36, colour outside: black, inside:#982302. I used Eye Candy 4000/ Glass with default settings. And Eye Candy 4000/corona with default settings and white colour.
